These are miniature versions of the large over-the-road ratchet tie-downs that are commonly used on flat bed trailers. They do have one important difference. With these ratchet tie-downs, the ratchet body is mounted firmly to the leg of the rack and there is only one loose end to deal with. They are gold zinc plated steel with 4' or 6' straps.
